In April 2000, the Shenyang Institute of Ecology of the Chinese Academy of Sciences started to prepare for the establishment of “Liaoning Organic Food Development Center”, and after nearly two years of preparation, The center got registration by Liaoning Industrial and Commercial Bureau on October 18, 2002, in name of “Fangyuan Organic Food Certification Center”, abbreviated to “FOFCC”. At same time, FOFCC got approval by China National Environment Protection Bureau to begin working as organic cetifier in China. Atfer that, Chinese central government concentrated all certifier permission and administration rights to Certification and Accreditation Administration of the People’s Republic of China (CNCA) since 2004. FOFCC requested and got approval again at September 3, 2004 with registration No.CNCA-R-2004-122 by CNCA. On 23 December 2005, FOFCC was accredited by the China National Accreditation Service for Conformity Assessment (CNAS). The scope of accreditation is: organic production (crops, edible mushrooms, wild collection), organic breeding(livestock & poultry, aquaculture), and organic processing. FOFCC is one of the earliest organic certification bodies in China approved by CNCA and accredited by CNAS, and a member of the China Accreditation Association (CCAA). On 23 May 2016, FOFCC was also awarded the Good Agricultural Practices (GAP) approval by CNCA. On 30 November 2021, FOFCC formally got JAS organic certifier approval from the Japanese Ministry of Agriculture, Forestry and Fisheries (MAFF) with the approved scope being: organic agricultural products, organic processed food and organic feed.
